They feared that the U.S. government would monitor their discussions with the alleged terrorism suspects, ultimately injuring their professional and economic status (Hughes). Since the plaintiffs were able to explicitly show that the chilling effects were caused by FISA, the federal appeals court ruled in favor of Clapper.
